Well you mentioned mods so clearly there's a conflict somewhere. I've had this issue as well and this was the cause:Are you running ENB and/or ReShade?This issue is common if you have dll files from both of those at the same time without properly setting up the enblocal.ini file to accept a second dll.Delete the dlls from both of those (two from ENB and one from ReShade I believe) and test again, you should see a working start menu. After that choose either ENB or ReShade or properly configure your ENB to accept both. The ENB author most likely gave instructions on how to do that if they required ReShade, otherwise don't use both unless you know how to configure them to complement eachother. Do you have any overlays active like Steam, Nvidia, EVGA Precision X / MSI Afterburner / etc because those are commonly at fault for video glitches such as black screens at startup or crashes.
Lower quality settings as low as possible and see if it still happens. May be that your hardware just isn't up to the task. Make sure you have the latest video drivers installed by comparing your version number to that of the latest. Do a clean reinstall (AKA burn it all and reinstall) as it seems the only remaining logical conclusion is the game is corrupted in some way.
