இதுவே நூலகத் தோற்றத்தின் முன்னோடி எனக் கூறக்கூடியதாகும்.எகிப்தியர்கள் பாப்பிரசுத் தாளில் எழுதத் தொடங்கிய பின்னர், கி.மு 300 ஆம் ஆண்டளவில் அலக்சாண்டிரியாவில் ஏழு இலட்சம் பாப்பிரசு உருளைகளைக் கொண்ட கருகூலம் ஒன்று அமைக்கப்பட்டது. இது இன்றைய நவீன நூலகங்களின் முன் மாதிரியாகக் கொள்ளத்தக்கது. உருமானியர்களின் காலத்தில் யூலியஸ் சீசர் வசதிபடைத்தவர்களின் உதவியைப் பெற்று பொதுநூலகங்களை அமைத்ததாகவும் கி.மு நாலாம் நூற்றாண்டளவில் 28 பொது நூலகங்கள் நிறுவப்பட்டிருந்ததாகவும் கூறப்படுகின்றது.அதன்பின் பிரான்சு, எடின்பேக், பிரோனிசு பல்கலைக்கழகங்கள் நூலகங்களை நிறுவத் தொடங்கின.1400 ஆம் ஆண்டு ஆக்சுபோர்டு பல்கலைக்கழகம் நிறுவிய போட்லியின் எனப்படும் நூலகமே உலகில் மிகப் பெரிய பல்கலைக்கழக நூலகமாகும்.பொது நூலகங்களை நிறுவுவதற்கான சட்டமூலம் ஆங்கிலப் பாராளுமன்றத்தில் 1850 ஆம் ஆண்டு நிறைவேற்றப்பட்டது. இதிலிருந்து பல்கலைக்கழகங்கள் வளர்ச்சி பெறத் தொடங்கின. ஐரோப்பாவில் தமிழ் சுவடிகளும் நூல்களும்காலனித்துவ காலத்தில் ஐரோப்பிய தமிழ்நாடு, ஈழம் மற்றும் தமிழர் வாழ் இடங்களுக்கு வந்து பல தமிழ் இலக்கிய ஏட்டுச் சுவடிகளையும் நூல்களையும் தம்மோடு எடுத்துச் சென்றனர். சமய பரப்புரையாளராக வந்த சிலர் பெறுமதி மிக்க தமிழ் ஆக்கங்களையும் ஆக்கியுள்ளனர்.
